The Dubai Government Human Resources Department launched a book explaining the Dubai Government Human Resources Management Law, No. 8 of 2018, in cooperation with the General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai and the Roads and Transport Authority in Dubai. It included an explanation and clarification of 140 articles of the law, with the aim of assisting departments Dubai Government, on the optimal application of its provisions.

Abdullah Ali bin Zayed Al Falasi, Director General of the Department, stressed the keenness to enhance legal knowledge and spread legal awareness among Dubai government employees regarding the provisions of Dubai Government Human Resources Law No. (8) of 2018, and the legislation issued pursuant thereto. This is to enable these departments to implement the law optimally, in a way that meets the aspirations and achieves the desired hopes, in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, and the directives of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, because Dubai is always at the forefront in all aspects of life, and their Highnesses’ belief in the importance of the human element in making a difference and achieving development in all fields.

He said: This book is the product of partnership between the concerned government agencies and the teamwork spirit, which is a main reference for those concerned in government departments, especially since this book includes a simplified explanation of the provisions of the law, and it is reinforced with a number of judicial rulings, fatwas and legal opinions.

For his part, Ahmed bin Meshar Al Muhairi, Secretary-General of the Supreme Legislation Committee in the Emirate of Dubai, said: The issuance of a book explaining the articles of Dubai Government Human Resources Management Law No. (8) of 2018 is an important addition to the endeavors to consolidate legal knowledge of the human resources sector, in a manner that ensures the unification of the human resources sector. The practices of government departments when applying the provisions of the Dubai Government’s Human Resources Management Law and the legislation issued pursuant thereto.

He added that the General Secretariat of the Dubai Supreme Legislation Committee reviewed this book, and ensured that the explanations and clarifications contained in it were consistent with the provisions of the law, pointing out that the Dubai Government Human Resources Law is characterized by flexibility in terms of application by government agencies, and is a qualitative leap in terms of Developing legislation to meet the aspirations of national competencies.

For his part, Juma Al Mutawa, Director of the Legal Affairs Office at the Dubai Government Human Resources Department, said: The Department is constantly keen to provide a full and integrated explanation of the articles of the Dubai Government Human Resources Management Law, No. 8 of 2018, and to clarify everything that came in it, in order to meet the needs of the departments of Dubai. He added that what was included in the book explaining the law will help the competent departments in the Dubai government departments in the proper application of the articles of the law, and will contribute effectively to the process of governance of human resources procedures and operations and provide a stimulating work environment that prepares all means for human resources to perform their job duties in an atmosphere of happiness and comfort.

For his part, Shehab Bushhab, Director of the Legal Affairs Department at the Roads Authority, stressed that the Dubai government is keen to develop the performance of government work, enhance its position as a proactive and pioneering government, and harness all its resources and capabilities, to provide direct support for investment in people and the qualification of capable and aware leaders to keep pace with the rapid transformation in The nature of government work.

He added that the Dubai Roads and Transport Authority contributed to the issuance of a book explaining the Human Resources Management Law, which includes an explanation of the articles of Dubai Government Human Resources Management Law No. (8) of 2018, with the aim of helping government departments implement the law in a way that contributes to creating a favorable and stimulating work environment for production and encouraging excellence in providing various forms of services for the benefit of the government employee and society in general.

On the other hand, Dr. Nayef Jalil Al-Madhahl, Senior Legal Adviser in the Department, indicated that the issuance of a book explaining the Human Resources Management Law for the Government of Dubai came in line with the Department’s competencies; Which is represented in following up the good application of government agencies to the law, regulations, policies and evidence issued according to it, as well as based on its role in providing advice and technical and legal support to Dubai government departments in everything related to the implementation of the provisions of Law No. 8 of 2018 and the legislation issued pursuant thereto.

Commenting on the issuance of a book explaining the Dubai Government’s Human Resources Management Law, No. 8 of 2018, Brigadier Dr. Saleh Abdullah Murad Abdullah, Director of the General Department of Human Resources at Dubai Police, said: The importance and strength of the human resources pillars in all organizations with their various administrative and technical activities and operations lies in It is centered on making a clear and important difference in all areas related to work and its positive impact, as well as achieving development and improvement in these areas without exception.

He added that the Dubai Government’s Human Resources Law achieves job stability and ensures the improvement of general performance in all areas and activities of human resources, and based on this, the explanation contributes effectively to removing ambiguity in legal texts, to enable human resources to perform their job duties with efficiency and competence.

He thanked the Dubai Government Human Resources Department for issuing and launching the law and explaining its articles in such smooth detail to match the best international laws and legal systems, to advance human resources and keep pace with government trends and policies.

For her part, Ahlam Muhammad Ghafari, Director of Human Resources Department at the Dubai Finance Department, said: This issuance constitutes an added value and quality for all employees of the organizational units concerned with human resources in government agencies that implement Human Resources Law No. (8) of 2018; According to their different specializations and job titles; It provides a brief and adequate explanation for most of the inquiries and cases that need further clarification, which face the workers in these units and meets the needs of government agencies in this aspect.

She added that this book would save the time and effort expended in obtaining the legal interpretation of some of the provisions contained in the law, whether through the legal inquiries portal or through personal communication with those concerned with the Human Resources Department of the Government of Dubai.

For his part, Mohammed Al Ghafari, Executive Director of the Human Resources Sector at Dubai Customs, praised the efforts of publishing the book, which explains the articles of the law, represents the cornerstone of employee happiness, and enhances their job performance.
