The Dubai Government Human Resources Department launched a book explaining the Dubai Government Human Resources Management Law, No. 8 of 2018, in cooperation with the General Secretariat of the Supreme Legislation Committee in the Emirate of Dubai and the Roads and Transport Authority in Dubai. It included an explanation and clarification of 140 articles of the law, with the aim of assisting departments Dubai Government, on the optimal application of its provisions.

For his part, Ahmed bin Meshar Al Muhairi, Secretary-General of the Supreme Legislation Committee in the Emirate of Dubai, said: The issuance of a book explaining the articles of Dubai Government Human Resources Management Law No. (8) of 2018 is an important addition to the endeavors to consolidate legal knowledge of the human resources sector, in a manner that ensures the unification of the human resources sector. The practices of government departments, when applying the provisions of the Dubai Government’s Human Resources Management Law, and the legislation issued pursuant thereto.

He added that what was included in the book explaining the law, will help the competent departments in the Dubai government departments, on the proper application of the articles of the law, and contribute effectively to the process of governance of human resources procedures and operations.
In turn, Shehab Boushehab, Director of the Legal Affairs Department at the Roads and Transport Authority in Dubai, stressed that the Dubai government is keen to develop the performance of government work and enhance its position as a proactive and pioneering government.
It harnesses all its resources and capabilities to provide direct support for investment in people, and to qualify capable and aware leaders, to keep pace with the rapid transformation in the nature of government work, and to develop the competencies and capabilities of the government apparatus, to build leaders capable of continuing the path of leadership and inventing solutions to create a bright future.
Boushehab said: The Dubai Government Human Resources Department, under the directives of the wise leadership, has updated the Dubai Government Human Resources Law, so that it matches the best international systems in attracting and managing competencies and capabilities.
On the other hand, Dr. Nayef Jalil Al-Madhthal, Senior Legal Adviser in the Dubai Government Human Resources Department, indicated that the issuance of a book explaining the Human Resources Management Law for the Government of Dubai.
It came in line with the competencies of the Dubai Government Human Resources Department, which is to follow up on the good application of the law, regulations, policies and evidence issued by government agencies, and based on its role in providing advice and technical and legal support to Dubai government departments, in everything related to the implementation of the provisions of the Human Resources Management Law for the Government of Dubai. Therefore, the issuance of Dubai Government Human Resources Management Law No. (8) of 2018 reinforced this strategic approach to achieve job stability for human resources, ensure the improvement of general performance, and stimulate human resources for creativity, excellence and uniqueness.
For her part, Ahlam Muhammad Ghafari, Director of Human Resources Department at the Dubai Finance Department, said: “This issuance constitutes an added value and quality for all employees of the organizational units concerned with human resources in government agencies, which implement Human Resources Law No. (8) of 2018.
And that is in their different specializations and job titles, as it provides a brief and adequate explanation for most of the inquiries and cases that need further clarification, which face workers in these units, and meets the needs of government agencies in this aspect.”
She added that this book would save the time and effort spent in obtaining the legal interpretation of some of the provisions contained in the law.
For his part, Mohammed Al Ghafari, Executive Director of the Human Resources Sector at Dubai Customs, praised the efforts of the Dubai Government Human Resources Department, in cooperation with the General Secretariat of the Supreme Legislation Committee and the Roads and Transport Authority, in issuing a book explaining the articles of Dubai Government Human Resources Management Law No. (8) for the year 2018.
